Iseul, officially known as the Iseul Special Administrative Region of Non-Mainland East Malaysia, is a special administrative region located on the eastern tip of Isekaiou Island that is south of East Malaysia and within the Strathepole archipelago of Justelvard with a population of about 400,000 people.

Historically Iseul was the capital of Isekaiou until the island was ceded to the Morstaybishlian Empire in 1704 as part of a peace treaty with the Kingdom of Caven. During the Caven-Morstaybishlian War, from 1698 until 1704, Iseul forces were able to keep MBE forces from breaching their fortification walls or entering their port that was protected by Fort Pru. MBE forces were not able to enter the city until 1712 when Caven, Iseul's largest trading partner, was unable to continue sending trade ships to the city as their Kingdom's power faltered due to the continued expansion of East Malaysia to their north.

During the 8 years before MBE forces were able to enter Iseul, the city had developed a democratic system of government and trading agreements with several other nations that allowed the use of their port. When MBE forces tried to remove the Governor and City-Council Representatives and replace them with their own non-elected officials that resulted in protests and rioting across the city that lead MBE to reverse its decision and granted Iseul a special status with hopes to eventually integrate the city with the rest of Isekaiou. During the late 1800s as the Kingdom of Caven peacefully fell to East Malaysian control, the Kabuverdianu side of the Royal Caven Family fled Caven to Iseul, and the government formed a constitutional monarchy system in defiance of MBE.

By the end of 2018 Iseul was still a special administrative region of Justelvard that continued to defy any integration by making the official language Codexian, using the East Malaysian Dollar, continued to install a Kabuverdianu family members as their "head of state," and launching propaganda balloon leaflets over their walls. In early 2019, after over 300 years of failed integration, the United Kingdom reached an agreement with the Iseul government that would formally transfer Iseul to East Malaysian control under the condition that Iseul would continue to allow the rest of the island's residence and surrounding Justelvard islands the continued use of their airport and seaport and to stop the Anti-UK propaganda.
