The New Republic Delegation, led by Victor Cutter and MacArthur Knight, founded the Third Republic of Qvait on 8 March, 2012. On the same day, the people of Qvait voted in Cutter as the first President of the new Qvaitican Republic. It was announced by the newly-established government that its primary functions would activate on 1 April, 2012. In a press conference on 19 March, 2012, President Cutter said that the new government will operate under a non-existent constitution similar to that of the United Kingdom, but would grant all Qvaiticans their basic human rights.
