Listonia is a nation in The East Pacific realm on the continent of Yasteria. Listonia obtained its independence in 2009. The nation was once politically divided between three other nations - Dveria, Sevropia, and the western provinces of Rykkovaa, and had often been described as a "bloody patchwork of many cloths" in that its tumultuous history, coupled with the diversity of its inhabitants, forged the country as it stands today. Prior to this, the nation was indivisible with Vekaiyu and was colloquially termed as "East Vekaiyu" or by its ancient name "Listura". Comprising of mostly grassland and steppe, the region is blessed with a strong system of rivers, creating fertile land for farming and herding. Unexpected and often unpredictable floods and droughts make the region a difficult one to tame, yet the land is still quite fertile, boasting some of the most favorable climate and terrain for farming on the entire continent.

While Listonia had been without a political identity in over four hundred years, the people have been remarkably solid in their pride, culture, and traditions. Attempts had been made to water-down the cultural glue during occupation, but the "Listonian Identity" still maintains some degree of unity in its inhabitants. Despite having marked differences in species, religion, and history, Listonians generally refer to themselves as Listonians first, and all other identifiers secondary. Enjoying a burst of prosperity under the dictator Stapen Evesuni, the nation continued to march forward with unusual ease, forging a new identity for itself and its people.

In 2011, a coup was staged and Evesuni was briefly removed from power by a criminal syndicate known as Sakeyuz. The volatileness of the nation, coupled with various threats and attacks abroad, led Vekaiyu to intervene in their affairs. The coup was removed, Evesuni was restored as a leader, but was required to share the position with Lso Yiskevi, a hand-picked successor to the dictator. This resulted in confusion among the government, which Vekaiyu took full advantage of by moving industry and political beliefs over to the new nation. When the Vekaiyun Union was announced, Listonia joined as a member state. Lso Yiskevi was promoted to General Secretary of The Vekaiyun Union, returning Evesuni as the sole Premier of the nation.

On the left-hand side of the seal is a collection of cotton mingled in with the branch of a jaku tree. There are six cotton 'rosettes', which stand for six major battles of independence with the sixth one closest to the star the successful one. The jaku branch represents strength. Two saler flowers also adorn the branch, signifying mourning, when ethnic cleansings following battles for independence. Some of the flowers are covered by the two banners, which read in Broken Unonian Ille su niru Vilonesi, or "Freedom is not without great loss" and Ulur Sicori, or "Undimmed Peace and Security".

The right-hand side features grain, Listonia's staple crop. The two banners read Evesuni Tuvendru, or "Evesuni guided" and Siseviri'uli! which roughly translates to "For the people of holy souls!" referring to all citizens of Listonia.

The central portion features a hammer and sickle, representing the working class, and a sun with seven rays referring to a Vayan Catholic holy number. The 'world' below is actually Listonia's view along the Eruli River, the largest and most important river in Listonia. The sun is rising in the east, symbolizing rebirth and peace. The red star refers to socialism.

The Seal of Listonia was adopted exactly eighty-four days after independence, which is another Vayan Catholic holy number: seven times twelve.


Climate / Demographics

Listonia is politically bordered by Vekaiyu and Coocoostan to the south, Dveria and Sevropia to the north, Elphana and Rykkovaa to the east, and the sea to the west. It is an averaged-sized nation in the realm of The East Pacific.

The nation enjoys a temperate climate which is controlled in part by moisture taken up from the sea and from the Ta'lavero Mountains in Vekaiyu. Currents in the sea and wind cause cloud movement to propagate from west to east. Consequently, growing seasons are determined by the varying amounts of rainfall, which can exceed 70 in/year during tumultuous years. Average rainfall falls near 49 in/year, which causes rivers in Listonia to expand and contract over the course of the year. A peculiar feature of the region is the Sisessi River, which varies from a series of thin lakes during dry periods to a strong river in wet periods and the Erui River, which is at points the widest river on the continent, spanning nearly four miles at its longest width.

Growing seasons in Listonia tend to last for seven months - from April to October - in which the average temperature hovers around 74 deg F in the Summer months and 60 deg F in the Fall and Spring months. Winters in Listonia are generally heavier near the coastal areas than in the deeper parts of the land, though average snowfall overall tends to be about 14 in/year.


Economy / Industry

Listonian Industry

Listonia owes most of its cash flow to its agricultural products, oil, and taxes, which are divided into seven different income brackets. The economy of the nation is stable and growing. Despite being almost half the size of Vekaiyu in terms of land mass, it is predicted to turn out only 1/20th of the vulpine nation's annual GNP in 2010. The type of crops tend to be reflected on the amount of water during the growing season - with corn and wheat preferring moderate amounts of water and rice and fruit desiring more.

Listonia's economy is heavily reliant upon agriculture - both farming and herding. Of all the crops produced by the nation, grain and corn tends to grow in the outer sections of the nation, with the river-laden lands perfect for grain and rice. It should be noted that statisticians of Vekaiyu's Eldura University predict in 2010 Listonia could net 744 million tons of grain, with 282 million tons of rice, a statistic that would surpass the agricultural prowess of Vekaiyu. Such a statistic is contingent upon Listonia's environmental and political status, however. Cotton is also a major staple product produced by the nation. Timber remains a dwarfed industry, but has experienced a resurgence recently, especially in the eastern section of the nation.

Fishing is a strong industry in Listonia as well, especially for the coastal areas and the lake-bordered city of Relusi. While not nearly as developed as agriculture, it is an industry that has grown slowly under the new regime, but clearly needs updates all around in terms of technique and efficiency.

Recent advances in restoring southern oil fields have met with stunning results. A continuously attacked commodity during the skirmishes for independence, Listonia's seemingly abundant oil fields were neglected over time and turned into farmland. It is expected in the next few years the region known as Burdek Lowlands will eventually become a haven for oil harvesting.


Government

Listonia is currently classified as a market socialist republic; it allows limited private ownership, to a point, and is structured very closely to Vekaiyun socialism. Currently, the government is divided into three branches: the legislative, executive, and judicial. The legislative branch is headed by the Useli, or the Listonian congress. Initially comprising of seventy-five members, the number has decreased to seventy-one after replacements were made due to unexplained deaths and disappearances within the body. Members of the Useli are elected by the people or appointed by Stapen Evesuni, the sole member of the executive branch. The judicial branch comprises of a series of courts at the local and national level.

It is believed all levels of the government of Listonia have some degree of corruption. Listonia has gained a reputation in which supporters of the government are more favored than non-supporters, especially at the judicial level. While this has not developed into a problem for different species and races, it has caused friction with those living in Listonia who speak against the current regime.

Stapen Evesuni

Arguably the most important Listonian, Evesuni rose to power after being the leader of People for an Independent Listonia (PIL) for fifteen years prior to Listonia's Independence. Prior to joining PIL, little is publicly known about Evesuni, though for those who do their research, they will note the source of his passion stems from the killing of his wife at the hands of Sevropian police. His daughter was apparently killed from a train derailment some time later.

A charismatic leader, his integral part in keeping Listonian culture alive in the past decade as well as leading and planning the fight for independence has raised him to a near saint-like status. Despite being well-known that he has either directly or indirectly been responsible for an estimated eighty thousand deaths of former oppressors, citizens of Listonia are quick to overlook the killings and instead praise his efforts. Buildings and schools are named after Evesuni. Some male children are named not Stapen, but are given Evesuni as a first name. A typical Listonian family has a picture or nationalistic painting of Stapen Evesuni in their home. A recent report by the Listonian Star, the only endorsed news source in Listonia, measured his approval rating at 84%. The confusion caused during the war with Vekaiyu when a false Evesuni was put in charge did little to remove the love of the people.

Evesuni is a former chain smoker and known for his slowness to anger as well as his remarkable ability to quickly plan out solutions. He is physically identifiable by the ornate tattoo surrounding his right eye. Due to his faith, Voxian Catholicism - a creole of Christian and pagan beliefs - the unusual marking is said to be a 'seal' which is applied during a ceremony in which the Holy Spirit scribes the mark in a hallucinogenic state brought on by various drugs. The symbol is then applied where ever the priest instructs.

There have been conspiracy theories spawned about Evesuni being a leader of a large criminal organization, but such theories often go ignored or are looked down upon in Listonia. Despite being well-loved in his nation, most nations abroad view him as a unpolished and malevolent dictator that should be removed in place of democratically-elected leadership.

Foreign Relations

Listonia has already developed formal relations with many of its neighbors as well as the more important nations nearby. Listonia's main ally is Vekaiyu, which still displays much interest in the nation despite having cooled relations between Stapen Evesuni and the current Premier of Vekaiyu, Ikrisia Levinile. The two nations have worked very well as trading partners - agricultural goods are shipped in return for building materials, heavy industry, and speculated weapons of mass destruction. It is clear a symbiotic relationship has been forged between these two nations. South Allegheny continues to build a strong trading relationship between Listonia and Vekaiyu, and talks of a large rail system connecting the three nations was started.

However, Listonia has received mostly negative attention abroad, which stems from three concerns: Stapen Evesuni's background, calling into question his leadership with the "terrorist" People for an Independent Listonia, Listonia's holding of WMD's, and Listonia's aggressive behavior towards its weaker eastern neighbor, Elphana. Evesuni has demanded a corridor cut into the nation so Listonia can have full access to Lake Miiyu; when his demands were not met, he threatened sanctions on the nation. On September 1st, 2009, he turned his words into actions by cutting ties with the nation, which caused Vekaiyu to follow suit the next day. Nearly eighty percent of Elphana's trading was done between the two nations, which resulted in an immediate collapse of its already fragile economy. The nations of Shivat and Drakkengard have offered assistance to the threatened nation. The situation at the Listonian-Elphana border remains tense, but no progress has been made for either party.

Listonia's independence is currently unrecognized by Drakkengard and Lazlowia, which has resulted in the immediate closure of both nation's embassies. As for other nations nearby, relations range from cool to moderate, which has decreased slightly since the acquisition of WMD's. Since joining The Kerilo Accord, Listonia has enjoyed warm relations between British Grand Pacific, Laiatan, and South Hills. Vulshain aided the nation after its war with Vekaiyu in 2011. In addition, Kelssek is highly respected within Listonian borders.

Listonia is closest with nations in The Vekaiyun Union. The capital of the organization is located in Ye'leli, and appears poised to be the central hub between member nations.

Armed Forces

Listonia's armed forces are heavily reliant on second-hand Vekaiyun technology. While the current number of soldiers in Listonia is unknown, it is known that Vekaiyu is slowly moving its troops out of the region, troops which had assisted in training the Listonian soldiers, policing the region, and building up defenses.

The common Listonian soldier is pressed through seven weeks of training in times of peace, though talks of speeding this process up in times of war is gaining support. There, he or she learns combat but also valuable lessons in survival and remedial medical training. He or she is fitted with a basic Listonian brown uniform that is more for show than functionality, though other uniforms heavily based on Vekaiyun models are also in use. Due to Listonia's supposed reliance on biological agents, it can be inferred that special uniforms have been designed to protect against such attacks as well.

The Listonian navy has a small arsenal of three aircraft carriers (the largest of which is named L.S.S. Evesuni), five battleships, and around a dozen submarines. Their numbers are almost entirely outdated Vekaiyun naval war vessels, as is their aircraft, which consists almost entirely of Listonian-made VZ-101 fighter planes, a design that is being phased out in Vekaiyu but is still known for its excellent maneuverability. Listonia also owns a collection of refurbished TU-128 Buresk Class tanks.

Perhaps the most troublesome aspect of Listonia is its purchase of nuclear / possibly biological warheads from Vekaiyu during the summer of 2009. It is unknown how many weapons of mass destruction the nation holds, but it is postulated Listonia could have warheads containing the deadly Novichok agent, a biological which was initially produced by Vekaiyu, but production was halted due to the severity of the chemical. Some are known to be located with other small ICBM-SAM sites, only half of which are in operation, the other half are nearing completion.

Listonia is a conglomeration several different species. While the majority of the population is vulpine, other species are relatively accepted. Humans represent the most from the occupying nations, yet as Listonia continues to grow, the other races have become more accepting of mankind. A law instituted by Stapen Evesuni makes it illegal for public institutions to select employers or students on the basis of any factor other than qualification, a law which has been followed well since its inception.

Those who called themselves loyal Listonians prior to independence often believed the nations which occupied them were only placeholders - the anticipation the eventual liberation of their lands remained high. Many still have some form of loyalty to Vekaiyu due to their ethnicity or the belief that Vekaiyu is the protector of less populated races. It should also be noted that Listonia has managed to keep its ratios in check since its independence, with the exception of the Elphane race, in which many migrated to nearby Elphana.

Despite being a mix of different religions, Listonians have held a common bond with each other that has lasted throughout centuries. It is noted the majority of Sevropians practice Roman Catholicism, while the majority of Dverians follow Protestant beliefs, which accounts for the population of such religious groups in the nation. After the establishment of independence, Protestant churches were converted back to Vayan Catholic cathedrals, which could be the source of the decrease of Protestantism in the nation. Perhaps the most interesting aspect of Listonia and its dealing with religion is kept within Ye'leli, which holds a mixture of multiple religions. On any given day, one can hear Vayan Catholic chants across the city as well as Muslim, Jewish readings, pagan ceremonies, and Protestant sermons.

Within the first century of Listonian occupation, some Vayan Catholic priests believed the Almighty was punishing the region for their initial disbelief when St. Aiya traveled to their lands long ago.

Education

Listonia is in the process of transitioning their educational system, but is proposed to be finished by the close of 2016. Under the policies of the occupying nations of Dveria and Sevropia, Listonian farmers were limited to only ten years of school, then had to devote their lives to the field. Such policies have since come and gone, and the process of creating a more advanced and equal-opportunity school system has proved more challenging than previously thought. Still, the Listonian school program is similar to the Vekaiyun educational system.

The Liyessi Magnet School, located in Ye'leli, is the most famous of such enrichment schools, in that poverty-stricken yet promising students from around the realm are invited to the institution to further their learning at a school that is comparable with the best high schools in the region. The student's government is expected to pay for all expenses.

Listonian Universities are slowly re-building from the war, and a limited number of universities cater to a population that in general does not pursue tertiary education. The once-prestigious Ye'leli Ir'Rede University is slowly re-gaining status, though the large student-to-teacher ratio has been problematic.

Transport

The most efficient - and cheapest - way to get around in Listonia is by railway. Remnants from railroad lines built by both Sevropia and Dveria make it a very efficient means of transport compared to other conventional methods. Industrial lines have finally been separated from commercial lines, which has significantly decreased travel time. Railroad crossings themselves can be an ordeal, as Listonia has quickly developed a reputation for huge freight trains due to the large car-to-engine ratio and the need to transport tons of agricultural goods daily.

Roads for automobiles have a varying degree of conditions: from paved and brick roads in most cities to dirt roads in the country. The western side of the nation, once controlled by Dveria, tends to have more paved, reliable roads than in the eastern half. Vekaiyun industry provided Listonia a highway system in 2013, and all major cities are now connected by major roadway arteries. 1 in 22 Listonians own a car, however.

Travel by air is often expensive and subjected to delay. Since most of the airfields are used by the armed forces, only large cities have commercial airports, and even then industry shares such airports.

Crime

Even before Listonian Independence], the Listonian region was a hotbed for organized crime. Well-known gang leaders would seek refuge into the Sevropian and Dverian territories, hidden from public view either by means of apathy from the respective governments, or simply siding with a group of people who would protect them for mutual assistance. Now with independence assured, Listonia remains a place for organized crime and drug trafficking.

Statistics from Eldura University in Vekaiyu estimates conservatively that nearly eleven million tons of illegal substances will be shipped between Listonia and neighboring nations across the continent. Such a study was based on known past figures from neighboring nations' crime figures over twenty years, coupled with the probability that a nation in transition would have more difficulty in policing such a problem. Still, it is a possibility that Listonia turns a blind eye to such activities. It is well known organizations such as Yu Luvelor (Opened Gate), Desert Sun, Sakeyuz, Lont, and Sipani thrive in Listonia, and the Vekaiyun Mafia remain an ever-present force. However, not much else is truly known - Listonia has yet to release any comments or figures on the matter.

History

Pre-Independence

Listonia, like much of Vekaiyu, was a farming and gathering region for thousands of years until city-states began forming in the region. Earliest accounts mention three vulpine cities on the eastern fringe of their species' reach - Ye'leli, Iere, and Nubiru. While most vulpine settlements were under the powerful city-state of Kelsaria, these three city-states remained just out of reach. When Kelsaria began to divide and weaken, these three cities formed the state of Listura and quickly benefited from their dominance over the fertile Listonian grounds. Kelsaria collapsed in the Battle of Uruk around 4,500 BC and was subsequently dissolved afterward. This battle credits Listura with the first ever "tanks" - powered by slaves and boasting leather armor - in the region. However, they did little to determine the outcome of the battle.

Listura eventually dissolved due to a series of drought-filled growing seasons and returned to its city-state ways, with each wrestling for control over the region. It wasn't until they were incorporated into the vulpine state of Vekaiyu in 2 CE, that the three city-states would be united again. As Vekaiyun rule gave way to Dverian rule from the north centuries later, the region's population was gradually decreased due to a series of species-cleansings in an attempt to make the region solely Dverian.

Unlike the western vulpine territories, Listonian inhabitants met difficulties with converting to the state religion of Vayan Catholicism. While St. Aiya passed through the region in her travels to the city of the Dverian ruler, it did little to sway the people from their pagan beliefs. A gradual conversion was rapidly sped up with the creation of Cathedrals in the cities and towns of Listonia.

As Vekaiyuns fought back the Dverians and restored vulpine leadership and sovereignty, Listonia was once again returned to vulpine rule, and the nation slowly recovered from the harsh treatment. As Vekaiyu increased national stability, The Era of Good Feelings, marked by an explosion of contributions to arts, mathematics, and science, ruled the land. Defensive outposts were built in the Vekaiyun province of Listonia to secure the grassy and often hilly terrain. It is during this time period that Listonia gained its prestige of being one of the most efficient and effective farming regions in the realm. A re-organization of crops and the creation of irrigation channels helped to tame the land. The Steel plow was invented in AD 1001 and subsequent modifications were made to increase its efficiency. While diverse in species composition, the region was relatively peaceful. This golden age of Listonia lasted for roughly three centuries, between 900-1200 AD, and produced a very organized and efficient farming community.

Shortly thereafter, in the 15th century, the region produced one of its most identifiable heroes, Fevunik. He is largely charged with stabilizing the Vekaiyun nation after Kaslo I passed a series of controversial laws that removed powers of self-governance reserved for Vekaiyun city-states, and expanding Vekaiyun territory northward. Armies under his command ravaged Sevropian garrisons and repelled Dverian bids for the occupied territory. These events are believed to have restored nationalism across the kingdom, even if most of the northern territories acquired by Fevunik and his armies were lost one generation after his death.

What followed next was a series of weak kings that continued to remove rights among Vekaiyun city states. This unrest, compounded by the fact that Listonian territories had been largely ignored as outposts during this time, sparked a civil war in the nation. This resulted in a general weakening of the nation, which neighboring nations Dveria, Rykkovaa, and Sevropia took advantage of by partitioning the Vekaiyun state, resulting in whole swathes of land occupied by foreign entities. The entirety of Listonia was swallowed up in 1598, and would remain occupied for some 400 years. All three states significantly limited freedoms among Listonians, and attempted to assimilate them into their respective cultures by imposing policies such as forbidding the practice of Vayan Catholicism and limiting the use of Unonian.

Independence

On February 8th, 2009 - Constitution Day in Sevropia - the sixth and final attempt at liberation begun with simultaneous rioting in the cities of Relusi and Vilines. The rioting was orchestrated by an organization named People for an Independent Listonia (PIL), which had been branded as a terrorist organization by various nations despite adopting a policy of non-violence forty years prior, and their leader, Stapen Evesuni. In the first day, the death total was reported at 237 casualties. That number would balloon over the coming months, as rioting quickly spread to other cities held within the two nations of Sevropia and Dveria.

The following day, Ye'leli was turned into a warzone, announced with an attack on the banking sector of the city. Other cities soon followed suit with the same pattern - financial sectors were generally attacked first, then governmental buildings. Within weeks, rebels were burning their wheat fields by the thousands of acres. The attempt was to cripple the economies of the two nations, which had met initial success early on, though the damage from the crop destruction was minuscule - all destruction took place during the winter months.

The first glimmer of independence came when on February 15th, Ye'leli declared itself an independent free city by the occupying forces of PIL under their leader, Stapen Evesuni, who at that time was a known Vekaiyun sympathizer. Backwash from the crisis in Dveria caused Vekaiyu to be more vocal in the attacks. The first Vekaiyun casualty was reported. Missiles landed near Skendia, a Vekaiyun city. Tensions finally broke on February 16th, when the Vekaiyun 78th and 3rd Listonian Refugee Regiment returned fire from a Dverian missile attack. A Vekaiyun invasion quickly followed, ushered in by Katyusha Rockets, and quickly turned into a war of biological agents. As the agents were neutralized, Vekaiyu seized the Dverian-controlled Listonia and set its eyes on Sevropia, which had been fighting the rebels and civilians alike during the conflict. However, before another invasion could begin, a world summit was declared which resulted in the national lines re-drawn, and the emergence of a free Listonian state, declared on April 4th, with the capital of the new nation seated at Ye'leli.

After independence was declared, Listonia was immediately bracketed among the bottom-tier of developed nations in The East Pacific. The war had ravaged the nation, destroying practically everything in its wake. To address government, an election was held approximately one month later in the hastily-formed Useli, declaring Stapen Evesuni the first leader of the socialist republic. His power in the nation grew to dictator status. A cult of personality formed within the media and the Listonian people, who branded him as a hero and the savior of Listonia.

Foreign aid coupled with foreign investment in the agricultural sector with a resurgent morale in the Listonian people caused a strong growth within the nation. Farms were re-started and enjoyed a very favorable growing season. Oil fields were constructed in the extreme southern half of Listonia. Industry flocked to Listonia, where unskilled labor was cheap and plentiful. Cities like Ye'leli quickly rose and recovered, populated with newer buildings and cranes. Underground crime was more or less ignored, aiding in the economy, but leading to scorn among neighboring nations. Together, this created the perfect storm for Listonia to recover and rise to respectable levels.

Confidence in Listonian labor increased until an underground criminal syndicate, Sakeyuz, convinced Evesuni's body double to join in a coup in the Listonian government. The real Evesuni was deposed, leaving a false Evesuni in his place. Sakeyuz, operating through its puppet, established drastic policy shifts in the months that followed, mostly geared at isolation of the state, complete obedience from its people, and general distrust toward Vekaiyu.

This did not go unnoticed by the Premier of Vekaiyu, Ikrisia Levinile, who increasingly warned the state to depart from its threats toward their western neighbor. When Listonia attacked, Vekaiyun troops poured over the border. Since the nation's military was comprised of outdated Vekaiyun tech, and since many Listonian divisions were pointed eastward toward Elphana, the Vekaiyun Armed Forces made quick work of the resistance, and in many cases simply brushed aside the Listonian armored groups that met them. During this time, the true Stapen Evesuni broke out of prison and joined an operation who recognized him as their legitimate leader. They infiltrated the capital and overthrew the syndicate's men.

When Vekaiyu liberated Ye'leli, it formally announced occupation of the Listonian state. Months followed before the confusion lifted and the true Stapen Evesuni was restored. However, perhaps due to mistrust of the state, Levinile installed Lso Yiskevi as Cadipremier of Listonia, resulting in confusion among the Listonian leadership. The Useli was restored. Confidence returned in the state, but Vekaiyu maintained its military presence. Vekaiyu's grip was not loosened until Listonia agreed to invade Dveria due to a laundry list of infractions.

After the Invasion of Dveria, Listonia asserted itself as a moderate political power. The nation joined The Kerilo Accord shortly thereafter, entering an alliance with Vekaiyu, British Grand Pacific, Laiatan, and South Hills. The nation entered a further alliance with Vekaiyu and other Vekaiyun colonies. This union, named The Vekaiyun Union, established permanent ties with their eastern neighbor. Ye'leli was established as the location of this union, which became increasingly important as Vekaiyu looked to expand southward. Lso Yiskevi was removed as Cadipremer and installed as the General Secretary of The Vekaiyun Union in November of 2014.
