The Republic of Novum Urbem, commonly called "Nobem", is a Democratic Socialist Nation in the Region of The Nameless Seas. It is an island nation surrounded by the Nameless Seas. Novum Urbem covers 8,701,000 square kilometres and has an estimated population of 492,000,000.

The Republic of Novum Urbem is a huge, safe nation, renowned for its parental licensing program, keen interest in outer space, and devotion to social welfare. The compassionate population of 492 million Novites are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

Etymology

National Name

Rough translation of "Novum Urbem" from Latin to English is "New City".

The standard way to refer to a citizen of Novum Urbem is as a "Novite."

National Flag

Needing a National Flag, the newly created government thought it best to honour those who had died in the service of the rich and powerful. Keeping those innocents in mind, the following was conceived:

The white stripe for the innocents who have fallen.
The red stripe stripe for the blood that has been spilled.
The yellow sun for the rising of a new day.

History

The Republic of Novum Urbem came into being as a result of the collapse of a much larger nation after a prolonged period of military engagements against nebulous, numerous, and non-traditional enemies. The Military and Specialists who had obeyed the orders of Bureaucrats, Theocrats, and Plutocrats towards economic and national destruction, turned their troops and in a swift and decisive action, captured an island formation and seized control. Realizing that the mistakes of the past would always be tied to their previous nation's name, the newly formed Government decided to take the name Novum Urbem and erased all previous political parties, ties, and affiliations.

Geography

Novum Urbem is located somewhere within the Nameless Seas and is made up of the main island of Sina, a smaller island of Oriab, and a scattering of much smaller islands. Novum Urbem has a landmass of 7,617,930 square kilometres (2,941,300 sq mi) with a coastline of 34,218 kilometres (21,262 mi)(excluding all offshore islands).

Novum Urbem's size gives it a wide variety of landscapes, with tropical rainforests in the south-west, mountain ranges in the north-west, north-east and west, and desert in the centre. The highest mountain range is Rasczak's Range in the west, the highest peak of which is Mount Tabor at 2,744 metres (9,003 ft). The lowest point is Seldon's Spring in Orson Scott Forests at −15 metres (−49 ft).

The scattered islands surrounding Sina and Oriab support small close-knit fishing communities. The smallest and most remote island residents have taken on a distinct look over time after mingling with the last remaining island natives.

Demographics

Population

With a population of 492,000,000 and growing, Novum Urbem appreciates and encourages a diverse and tolerant people. Racial, gender, and identity intolerance violate the Combined Right and Responsibilities Doctrines and will result in a loss of both citizen and denizen status and could result in an immediate expulsion from the Rebublic.

Language

English is the most commonly spoken language in Novum Urbem due to it's requirement in compulsory military service and education system. Chinese, Spanish, and Arabic are the most popular primary languages. Although the State recognizes no official or national language, there is a popular grass roots effort to have a "Universal Language" declared as as the Official Language with English as the Language of State for the sake of inclusivity. The current languages being proposed are: Esperanto, Ido, Interlingua, Lingua Franca Nova, Living Latin, and a home-grown patois called "Nobem".

Religion

Novum Urbem has no State Religion nor does is support any religion whether through tax incentives or preferential treatment. The current elected Head of Religion is a well-respected avowed atheist. All denizens of Novum Urbem are guaranteed the Right of Worship under the Doctrines of Rights except when in conflict with the Doctrines of Responsibilities and, by following and enforcing these doctrines, diverse religions exist within the borders of Novum Urbem with relative peace and stability. The primary make-up of Novum Urbem is atheist with Christianity (all major denominations aggregated), Islam, and Hindu (all major denominations aggregated) in about equal portions.

Due to recent Regional religious radicalism, visiting religious representatives are required to register with the Department of Religion. Religious representatives will be issued a guard for their protection while within the national borders of Novum Urbem. This guard will be selected from the National Guard membership who also hold a religious title and will consider all events which do not affect the safety of Novum Urbem as Sealed to Divinity and will not be reported upon the completion of their guard duties.

Government

Suffering from a history of politicians and leaders claiming to be servants of the people while serving only themselves, the government of Novum Urbem is founded on the principle of "Service!". A Denizen may only earn The Rights of a Citizen by serving the 4 year voluntary period.

Foreign Relations & Military

As a nation formed from in response to the rampant militarism of politicians and the greed of powerful men, Novum Urbem strives to exhaust any and all diplomatic channels before resorting to aggressive military action. Boycotts, embargoes, and treaties form the backbone of Novum Urbem foreign relations. Although, since voluntary military service is required to gain The Rights of a Citizen, much of Novum Urbem stands as both military and military support when the need arises.

Novum Urbem supports the national sovereign rights and does not interfere with the internal government of other nations. The Founding Citizens had witnessed too much "regime change" in their previous national service. This fact does not prevent Novum Urbem from aiding their allies against external threats.

Education

Education is compulsory until the Age of Majority as defined in the Combined Right and Responsibilities Doctrines under the Right to Education. Although compulsory, education is completely funded by the government through the University level. At the end of this educational period, or at the Age of Majority, all Denizens have the option of volunteering for Federal Service to earn Citizenship.

Healthcare

The entire population of Novum Urbem has equal access to health care services. Coverage includes medical diagnosis and treatment, preventive medicine, hospitalization (general, maternity, psychiatric, and chronic), surgery and transplants, preventive dental care, first aid and transportation to a hospital or clinic, medical services at the workplace, treatment for drug abuse and alcoholism, medical equipment and appliances, obstetrics, fertility treatments (with limitations), medication, treatment of chronic diseases and paramedical services such as physiotherapy and occupational therapy. The hospitals are municipally owned and are funded from national taxes.

Private practice exists for elective surgeries/procedures. Elective surgeries include all optional surgeries performed for non-medical reasons, i.e., cosmetic surgery, refractive surgery, gastro-intestinal weight-loss, et al.

Taxation

The Novum Urbem government's fiscal year is the 12-month period ending on 31 August of that year, having begun on 1 September of the previous calendar year. In particular, the identification of a fiscal year is the calendar year in which it ends.

Federal Service

"Service!"

A Denizen may only earn The Rights of a Citizen by serving the 4 year voluntary period. All Denizens who choose to apply for Federal Service will be placed in a Federal Service position. At the end of that 4 year period, the Citizen may choose to enlist for another 4 years or join the private sector. Many Citizens choose to stay in Federal Service, advancing in rank and education in their chosen career path.

Novum Urbem has a very liberal culture. Beyond the Combined Rights and Responsibilities Doctrines, all things are permitted.

Economy

The sizeable but inefficient Novite economy, worth 21.7 trillion Orbs a year, is led by the Information Technology industry, with major contributions from Tourism, Book Publishing, and Uranium Mining. State-owned companies are common. Average income is 44,198 Orbs, and distributed extremely evenly, with little difference between the richest and poorest citizens.
