Overview

The House of Lords is the middle chamber of the Parliament of Oasaes which, like the Houses of Commons and Representatives, meets in the Osmer Palace.

The House is an elected body consisting of 53 members known as Members of Parliament (MPs). Members are elected to represent constituencies by first-past-the-post and hold their seats for 6 years.

The House of Lords is designated to vote on laws in favor of their constituents in relation to foreign policy. The House of Lords meets every few weeks at the Osmer Palace in Versailles to vote on budget proposals, bill proposals, campaign proposals (proposed by the House of Commons), and other proposals of public policy.

Under the New Oasaen Constitution: Title I, Art. I, Sec. 2: "The House of Senate to the Government of Oasaes shall be composed of senators from each Administrative district, chosen by the Monarch thereof for six Years; and each Senator shall have one Vote." This is void under the Legislation Act 2015 which outlines the functions of the House of Lords and the term limits.

Foundation and Purpose

Under the First Constitution of Oasaes, the legislative body was a unicameral system of direct-democratic representation. The House of Lords was the second legislative body of the Parliament once the Parliament was restructured in 1658. The initial name of this chamber was The Royal Order of Lords. This name was received as very feudal and did not received much positive criticism. In 1987, under the Mary V reign, the Royal Order of Lords was restructured to the House of Senate. In 2013, under the reign of Kenneth III, the House of Senate was restructured to include noble members of society and members receive honorary titles of Baron and Baroness, unless a title of equal or higher rank was held prior to being an incumbent MP.

Leadership Roles

The Speaker of the House of Lords is an official elected by the entire house to Speak on behalf of the House.

The Leader of the House of Lords is an official elected by the leading party of the House.

The Leader of the Opposition of the House of Lords is an official elected within the second leading party of the House.

The Minority Leader is an official decided upon by the minority party within the House. In special cases, an election is not held and the members of the Party decide among themselves, if need be.

Qualifications

To become a Chamberman of the House of Lords: One must be of 35 years in age. For any electives to be nominated, this person must have lived in Oasaes 14 years prior to sought of office. For any nominee to be elected, he must be an official citizen of Oasaes. The nominee may not be born in any of the Crown Dependencies. These qualifications are laid out in the constitution. (ref. Disqualification: Under the 16th Amendment, "No government official shall interpret these rights into any other form, for personal or political gain." If anyone is to infringe upon this right, they will be disqualified from becoming a member of the House of Chambers.
