Overview

The House of Representatives is the upper chamber of the Parliament of Oasaes which, like the Houses of Commons and Lords, meets in the Osmer Palace.

The House is an elected body consisting of 106 members known as Members of Parliament (MPs). Members are elected to represent constituencies by first-past-the-post and hold their seats for 4 years.

The House of Representatives is designated to vote on laws in favor of their constituents as well as represent to represent the five administrative districts. The House of Representatives meets every few weeks at the Osmer Palace in Versailles to vote on budget proposals, bill proposals, campaign proposals (proposed by the House of Commons), and other proposals of public policy.

Under the New Oasaen Constitution: Title I, Art. I, Sec. 2: "The House of Representatives to the Government of Oasaes shall be composed of Members chosen every second Year by the People of the several States, and the Electors in each State shall have the Qualifications required for Electors of the most numerous Branch of the State Legislature." This is void under the Legislation Act 2015 which outlines the functions of the House of Representatives and the term limits.

Foundation and Purpose

Under the First Constitution of Oasaes, the legislative body was a unicameral system of direct-democratic representation. The House of Representatives was the first legislative body of the Parliament once the Parliament was founded in 1609. The initial Parliament, a uni-body legislature, was a direct-democratic representative system where elected MPs would vote on every issue brought forth. In today's tricameral legislature, each House is designated certain aspects of public policy so that the legislature effectively operates without frequent filibuster which would halt the process of a one-house system.

Leadership Roles

The Speaker of the House of Representatives is an official elected by the entire house to Speak on behalf of the House.

The Leader of the House of Representatives is an official elected by the leading party of the House.

The Leader of the Opposition of the House of Representatives is an official elected within the second leading party of the House.

The Minority Leader is an official decided upon by the minority party within the House. In special cases, an election is not held and the members of the Party decide among themselves, if need be.

Qualifications

To become a Chamberman of the House of Representatives: One must be of 35 years in age. For any electives to be nominated, this person must have lived in Oasaes 14 years prior to sought of office. For any nominee to be elected, he must be an official citizen of Oasaes. The nominee may not be born in any of the Crown Dependencies. These qualifications are laid out in the constitution. (ref. Disqualification: Under the 16th Amendment, "No government official shall interpret these rights into any other form, for personal or political gain." If anyone is to infringe upon this right, they will be disqualified from becoming a member of the House of Chambers.
