Overview

The House of Commons is the lower chamber of the Parliament of Oasaes which, like the Houses of Lords and Representatives, meets in the Osmer Palace.

The House is an elected body consisting of 53 members known as Members of Parliament (MPs). Members are elected to represent constituencies by first-past-the-post and hold their seats for 2 years.

The House of Commons is designated to vote on laws in favor of their constituents as well as represent the crown dependencies and smaller, unincorporated, administrative districts of Oasaes. The House of Commons meets every few months at the Osmer Palace in Versailles to discuss campaigns to promote the welfare of Oasaens. Programs such as SNAP (Supplemental Nutritional Assistance Program) were brought into law by the Social Welfare Committee of the House of Commons.

Under the New Oasaen Constitution: Title I, Art. I, Sec. 4: "The House of Commons to the Government of Oasaes shall be composed of the heads of appointed government and non-governmental agencies and interest groups. Attaining this position for eight (8) years." This is void under the Legislation Act 2015 which outlines the functions of the House of Commons and the term limits.

History

Under the First Constitution of Oasaes, the legislative body was a unicameral system of direct-democratic representation. Under the Legislation Act 1764, a third chamber of the legislature was introduced to handle the legislative affairs of the executive body that is the Federal Board of Agencies and Executive Departments. More importantly, the House of Commons' purpose is to set policies, introduce regulations, propose bills which will affect federal agencies and departments which will, in turn, affect Oasaens.

Qualifications

To become a Chamberman of the House of Commons: One must be of 35 years in age. For any electives to be nominated, this person must have lived in Oasaes 14 years prior to sought of office. For any nominee to be elected, he must be an official citizen of Oasaes. The nominee may not be born in any of the Crown Dependencies. These qualifications are laid out in the constitution. (ref. Disqualification: Under the 16th Amendment, "No government official shall interpret these rights into any other form, for personal or political gain." If anyone is to infringe upon this right, they will be disqualified from becoming a member of the House of Chambers.

Leadership Roles

The Speaker of the House of Commons is an official elected by the entire house to Speak on behalf of the House.

The Leader of the House of Commons is an official elected by the leading party of the House.

The Leader of the Opposition of the House of Commons is an official elected within the second leading party of the House.

The Minority Leader is an official decided upon by the minority party within the House. In special cases, an election is not held and the members of the Party decide among themselves, if need be.
