The Parliamentary Council is the lower house of the Commonwealth Congress, legislature of Halsberg. Each Confederate Commonwealth is divided into constituencies of roughly equal population, each of which elect one Councillor by a simple majority. Halsberg's constitution is clear in that the Parliamentary Council, as the lower house of the legislature, is tasked with producing and debating bills, before the Senate of the Commonwealths scrutinises them. The Parliamentary Council and Senate must both approve a motion in order for it to be carried.

The Constitution also limits the subject area of bills that the Council may propose. Councillors may not propose bills which would: radically increase the power of the confederate government beyond its specified parameters; condemn or hinder the legitimate government of any Confederate Commonwealth regardless of its actions; be unable to be repealed by future Councillors.

The Parliamentary Council is housed in the Palace of the Eastern Stars, one of the two neoclassical palaces at either end of the Brella Marr, the other being the Palace of Eternity which houses the Senate. The Brella Marr which separates the two Houses is over a mile long, and features some of the most elaborate water features and park decoration in the region. The entire complex was built in the late 17th century by Thurston's Doge Thane Derex, in the neoclassical style the city is famous for.
