Rapallo (pronounced /ræpællo/) officially The Royal Union of the Kingdoms of Rapallo, Necia, & Saiala', is a small intrastellar alliance between 3 semi-independent monarchies and their colonies. Territorially it is non-continuous, separated into three geographic segments Greater Rapallo west of ECLIPES on the eastern end of Tervalia, the Celisis Island Chain between Tervalia and Issalia, and Talaris to the northeast of Vampirum on Tomo, while having several colonies in orbit and throughout the solar system.

The Rapallan Government is a very unique creation, more akin to an alliance with a supernational government then an actual state. With 39 Noble Houses and 3 Royal Houses, the elite firmly hold the power in Rapallo. Infact Rapallo is classified as an absolute monarchy though in reality the Rapallan Parliament is no where near powerless.

Rapallo prides itself on its history of peace and neutrality. Founded from a collection of mining outposts, plantations, and fishing centers that banded together to protect their economic interests, while leveraging their assets to protect their trade routes and deter belligerents from attacking. The monarches choose unanimously to opt out of economic and customs unions like the Tervalian Union in favor of keeping its regulations lax.

Today, Rapallo is one of the highest developed nations if not the most developed. The Kingdom of Icetio being nearly completely urbanized, while Necia and Saiala are not as urabized they are still home to large amounts of mining, agriculture and manufacturing.
