Syllvan Center (Avannian: [Uerːbyzz Syllːwahn ], Codexian [Syll.vahn Cenn.turr], officially The Greater Metropolitan Territory of Valandar is the capital of Free Syllvin and one of its 52 territories. The Greater Syllvan Center Area is the largest urban development in Free Syllvin. It is the seat of the Conclave and the Syllvan High Senate. Syllvan Center extends over the northern two-thirds of the island of Valandar and extends its jurisdiction over the entire landmass, making it a de-factor territory. First known as Rillin (Bay), the settlement was originally founded by Kwun immigrants to the island in the early 600's. It became the official capitol of what became Free Syllvin in 1651, when King Agram I formally acknowledged his seat as the center of the nation. The Greater Metropolitan Territory was founded in 1984 with the merger of the Territory of Valandar and the then-city of Valandar Prime.

Syllvan Center is usually referred to as a city, but is officially known and governed as a "metropolitan territory", which combines elements of law and governance from territories and cities. While not a unique concept in Free Syllvin, Syllvan Center stands out as the only one which has its domain include non-developed portions of the surrounding land. The Syllvan Center government administers 12 Districts, which range from naturally-developed portions of the original city to specially designed artificial islands. The metropolitan government also oversees the 4 suburban and 3 rural municipalities on the island of Valandar. The population of the districts is measured at 9 million, with the total population of the Greater Metropolitan Territory reaching more than 12 million. This puts it at having nearly 27% of the total national population on one island. The city hosts 7 of the Syllvanian Market Giants, the highest number of headquarters in one city for the nation. Syllvan Center also is home to the second-largest port in the country and the largest enclosed harbor.

Sorrows District

The Sorrows District is an artificial island situated in the middle of Rillin Bay. It is one of two islands in the city, and is the larger. It was planned out in 1998 to be the federal and administrative hub of the metropolitis and the entire nation, and as such contains more government facilities that any other District. The center three streets, knows as First, Second, and Third Circles, host embassies and departments of the government. The roundabout at the middle of the district, Centerpoint, is the location of the Federal Complex, which includes the Hall of Sorrows and its attendant facilities as the capitol building. This section of the district has many underground roadways and parking garages to facilitate travel. Much of the roadways in the district are elevated, with a large amount of overpasses and tunnels leading through the difficult-to-navigate streets. The center section of the island is seperated from the primarily residential and commericial area by an artificial canal. The outer area of the district is home to much of the housing for federal employees, as well as a multitiude of tourist spots and government department branches.
